Our standard backflow prevention testing up to a size of 1 inch is a $280.00 flat fee per device, no matter where its location or how difficult its accessibility is. Why is Backflow Testing Mandatory?

City compliance is the primary driver for testing backflow prevention devices. Under Toronto Municipal Code Chapter 851, backflow prevention is a legal requirement to protect the public water supply from “cross-connections.”
Without a functioning and tested backflow preventer, contaminated water (containing chemicals, bacteria, or heavy metals) could be siphoned backward into the city’s drinking water during a pressure drop. This may cause a significant impact on public health if chemical waste gets siphoned back to the city supply. Who Needs to Test and How Often?

In Toronto, backflow testing is mandatory for most non-residential properties, depending upon the risk and hazards associated with buildings or industries.

  • Commercial & Industrial: Annual testing is required for all moderate- and severe-risk properties.
  • Multi-Unit Residential: Buildings with 5 or more units must test their premise isolation devices every year.
  • How Often? You must complete your backflow prevention testing every 12 months. The City of Toronto will usually mail a reminder 30 to 60 days before your deadline.

Types of Backflow Prevention Devices We Test Every Day

The City of Toronto categorizes properties by hazard level. The type of device installed on your property dictates the testing procedure and the specific reporting requirements for your annual certification.

1. Reduced Pressure Zone (RPZ / RP)

  • Risk Level: Severe Hazard
  • Common Toronto Locations: Car washes, hospitals, chemical plants, laboratories, and high-tech manufacturing facilities.
  • Function: This is a secure mechanical device available. This device has two independent check valves and one relief valve, which vents to the atmosphere if any pressure drop happens. The best feature of this RP device is that it discharges a dump of water from the relief valve when it fails.

2. Double Check Valve Assembly (DCVA)

  • Risk Level: Moderate Hazard
  • Common Toronto Locations: Apartment buildings (5+ units), hotels, office towers, and commercial kitchens.
  • Function: This device looks similar to RP but with no relief valve. It consists of two spring-loaded check valves in series. It is compact and reliable for most commercial settings where toxic chemicals are not present, but backflow must still be prevented.

3. Pressure Vacuum Breaker (PVB)

  • Risk Level: Irrigation & Specialty
  • Common Toronto Locations: Large-scale commercial irrigation systems and outdoor lawn sprinklers.
  • Function: PVB devices are less use device but still need to get tested. This is specially designed to prevent “back-siphonage.” These must be installed at least 12 inches above the highest downstream point of the plumbing system.
